With a background spanning Fortune 500 firms and small Federal contractors, Sheryl specializes in strategic program management, operational effectiveness, and policy development. Her leadership has successfully secured multi-million-dollar contracts with federal agencies like NASA, the Department of Commerce, and the Department of Defense. Sheryl holds an MBA in Entrepreneurship and Innovation from Northeastern University and is committed to fostering a culture of innovation and client-focused service.

    President/Chief Officer of Operations

    James N. Turner serves as the President and Chief Operations Officer (COO) at Sigma Cogent Solutions, LLC, leveraging over 24 years of experience in the US Army, including ten years in Special Operations Forces. His extensive military career includes nine combat deployments, where he honed expertise in doctrine development, training programs, and information technology support. As a retired combat veteran and former senior leader at Booz Allen Hamilton and Vinnell Arabia, James brings a wealth of knowledge in organizational performance, quality management systems, and logistics support. His leadership ensures operational excellence and innovation across all facets of Sigma Cogent Solutions' service delivery.
